Manage crisis activations
Declare an activation with its severity, commander, coordination links and optional plan or incident link. Record permitted containment, resolution or cancellation steps.

Things to know
- Plans and activations are separate records with separate permission checks. Marking a plan as activated does not create a crisis activation. Recorded contacts, links and exercise dates do not demonstrate live notifications, response execution or readiness.
